Mod support is a planned feature for Convoy. But as evidenced by the DLC requirements being lifted, it is not impossible for people to play with mods that don't match. You will likely have them streamed to you like it does if you're missing cargo DLC. I would guess so. Probably the host tells what mods are necessary.
